Pre-order works based on the premise that you can sell out of stock products.
To enable pre-order, go to your products backend catalog in Shopify.
For each product you want enable pre-order for, do one of the following:
Set the product to "Track quantity" as ON AND "Continue selling when out of stock" as ON:
or
have “Track quantity” as OFF:
